Concept Note on Swarnim Gujarat Awards for Principals and Teachers

Background and Rationale:

The present higher education in the state does not have system of providing incentive for meritorious and performing teachers. The continued absence of any incentive for performance might lead to either complacency or even de-motivation of the performing individual. Therefore there is need to assess the performance of teachers and linking it with some kind of incentives in the form of recognition and rewards.

Objectives:

  1. To establish a mechanism for objective assessment of teacher in higher education and for linking performance with rewards.
  2. To recognize and felicitate teachers in Higher Education on the basis of their performance according to various criteria like; teaching, research, extension and innovative practices and thereby incentivizing the performance.

Goals:

  1. Short Term Goals:
    • To prepare the criteria for measuring performance of teachers.
    • To prepare the criteria for measuring performance of college principals.
    • To decide the form of incentives of the rewards for both teachers and college principals.
    • To constitute a panel of experts who can act as members of jury for the above awards.
  2. Long Term Goals:
  3. To institutionalise this mechanism of linking performance with rewards in higher education sector in Gujarat.

ACTION PLAN:

  • Finalization of criteria by 25th October 2010
  • Finalization of nomination form
  • Finalization of processes of different stages of implementing this scheme of awards
  • Inviting nomination for the awards
  • Calling the meeting of panel of experts for screening and selection for awards
  • Notification of awards
  • Felicitation of teachers with rewards on 12th January 2010

    1. Best Principal Award for each Educational District: (Total 33 Awards)
    2. Best Principal Award for each university:
      1. Up to 50 affiliated colleges: 01 Award
      2. 51 to 100 affiliated colleges: 02 Awards
      3. 101 to 200 affiliated colleges: 03 Awards
      4. More than 200 affiliated colleges: 04 Colleges
    3. Outstanding Principal Award at state level: 03 Awards

GENERAL ELIGIBILITY:

The prospective recipient of the awards shall be a permanent faculty for teachers awards and permanent principal for principals award.

For Young Teacher Awards, a permanent teacher should be up to 40 years of age and for outstanding teacher award, a permanent teacher should be above 40 years of age.

State Level Awardees:

Outstanding Teacher Awards: Cash Awards of Rs. 51,000 per award

Best Young Teacher Awards: Cash Awards of Rs. 21,000 per award

Outstanding Principal Awards: Cash Awards of Rs. 31,000 per award

University Level:

Outstanding Principal Awards: Sponsorship for two weeks training on higher education management at institutions located in India within limit of Rs. 50,000

Best Young Teachers Awards:Visit to an institution of excellence pertaining to the subject/specialization of the teacher or a seed money for Research Project preferably relevant for state of Gujarat: up to Rs. 50,000

Outstanding Teacher Awards Visit to an institution of excellence pertaining to the subject/specialization of the teacher (after the visit the awardees shall submit a report of best practices prevalent in the institution and the strategy of their implementation in the state HEIs)

Academic District Level Awards:

Best Principal Award:Sponsorship to a Conference/Seminar for Capacity Building for Principals.
Sponsorship to a Leadership Programme in any leading Institute.

Young Teacher Award: Sponsorship of one national/international conference within India limiting to actual Registration Fees and travel cost as per entitlement

Outstanding Teacher Award: Sponsorship of one national/international conference within India limiting to actual Registration Fees and travel cost as per entitlement and Rs. 5,000 cash award
