Gross Enrolment Ratio (GER) enhancement initiatives

GER is one of the indicators of development of the society. In Gujarat, the four districts in its South Gujarat region, it is as low as 4.5 percent. It needs immediate intervention, as the most developed state of the country cannot afford it.


To increase the GER across the State, particularly in the tribal belts and the border areas.

Action Plan:

KCG will take initiative to increase GER with a special focus to uplift education in districts with very low GER in collaboration with IUC-IGNOU. Universities would undertake the projects if increasing the GER.For this project report would be prepared and accordingly the plan will be drafted and implemented.

KCG would implement the GER Project in collaboration with IGNOU, which has been mandated by the Ministry of Human Resource Development (MHRD), Government of India for the purpose. It has already identified ten (10) districts and the preparatory work has already begun in the districts of Kachchh, Patan and Jamnagar. KCG began dialogue with the IGNOU with Prof. Vijay Kapoor, Ph. D. and IAS, Chairman, Task Force, GER Project, IGNOU and the Advisor to the Vice Chancellor, IGNOU. After prolonged interaction, a meeting was organized on July 26th, 2010 in IGNOU in which the Commissioner of Higher Education, Government of Gujarat and the Convener, Academic Initiatives, KCG participated. It has been decided the IGNOU and KCG would implement this initiative jointly in all districts of Gujarat in phased manner. The Vice Chancellor, IGNOU has promised to take this project ahead and has suggested that the IGNOU study centers would be opened in all Government Colleges of Gujarat and IGNOU would provide infrastructural support to them also; particularly in tribal and border areas. He also promised that the project of Community Colleges would be extended to Gujarat for enhancement of GER in Gujarat. Subsequent to the meeting, the document for the purpose will be prepared in a week and the letter of Expression of Interest (EOI) would be exchanged. This project would be implemented in the second week of August.
